[2] Literally he says that it's debayashi, which is a form of background music for various Japanese performing arts, specifically kabuki but also rakugo, which he does. Considering the next footnote, I assume the latter.
[3] Literally "shinuchi", basically a master-rank for rakugo storytellers.
[4] Every JP lyric source I can find lists this line as being written 猫削ぎ, and everything I can find seems to imply that this is just a common misinterpretation of 根こそぎ, to strip bare or pull out by the roots (both are read "nekosogi"), so tl;dr I think he's just making a cat pun.
